What is the MoSCoW rule in Scrum?

The MoSCoW rule in Scrum is a prioritisation technique used to determine which project requirements will offer the highest return on investment (ROI). MoSCoW stands for must have, should have, could have, and will not have. The extra 'o's make the acronym easier to pronounce.
